The archive index, document text, and next-page links are all delivered in HTML. A client can read the collection without executing JavaScript. Signal Vault itself does not send the site-wide browser beacon.
This gives the experiment a simple interpretation: a document request proves that its address was fetched, but does not prove how the address was discovered or whether the client understood its contents.
